Confused

I guess I am confused. I sprang for the full version assuming it would push out severe weather warnings to my smart phone. I set it up as directed by onscreen prompts but I get no warnings. I can manually go in and scroll through a confusing set of warning of numbers and try to pick out the ones for my location. Seems like I could die doing that.
